+++ This bug was initially created as a clone of Bug #700072 +++

Steps for IT:
* Create /data/static/www/planet.mozilla.org/l10n/ (just mkdir)
* Create symlink under planet/trunk/themes/ for "moz_l10n" that points to planet/branches/l10n/theme (see existing symlinks and follow same pattern)
* Add "l10n" to planet.sh script (there's a list of planets in the script)
* Grant l10n@mozilla.com rw access to /projects/planet/branches/l10n/ in svn's authz

My ldap account is actually axel@mozilla.com, and that doesn't have access:

Tried both via ssh and key and https with password. SVN access got re-enabled in bug 710716 just now.
