When "When $name starts" preference is "Show my home page" and the home page is about:home, which is the default configuration, "Don't load tabs until selected" is grayed out. However, the about:home page presents a "Restore previous session" button that could very well benefit from allowing not to load tabs until selected. In fact, if you change "When $name starts" to "Show my windows and tabs from last time", check "Don't load tabs until selected", and set back to "Show my home page", "Don't load tabs until selected" stays checked (but is grayed out again), and clicking about:home's "Restore previous session" button doesn't load tabs until selected.

Yeah, the UI disables the pref but sessionstore doesn't care about your homepage setting so we restore on-demand anyway.
