We need to have a way to completely exclude a test from being both executed AND compiled. The current 'skip' directive is only active during execution, but does not block the .as file from being compiled. We need to have this so that we can checkin the float/float4 tests, but ONLY compile then IF we are running with a float enabled shell. (Also requires a float enabled builtin.abc and an asc arg of '-abcfutre').
