This bug will track building a comprehensive set of current releng systems and services, with a focus on those implemented in sjc1.

We'll need this for the scl3 move -- if we don't have a common understanding of what services exist and how they work, then we can't guarantee that they will transition smoothly to the new datacenter.

We've been working on-and-off on this for a while, and those efforts will go a long way toward the effort.  My plan is to gather the available documentation, organize it, and identify missing pieces and fill them in.

The plan of record is to gather this on the now-incorrectly-named "websites" space in mana (the name is a historical artifact).  Several releng systems are already in there.  I'll be working up a template page for this sort of documentation, and a page linking the various releng-related pieces together.
