reloading the add-ons manager is ugly - perhaps disable it.

Details
When you reload the add-ons manager, it scales up and down and flashes. It's kinda ugly. Perhaps reload should be disabled here. If we're doing the right thing to refresh when a new add-on comes in, then it doesn't seem like you really would even need to reload a "manager".
