Steps to reproduce:

I attempted to move the only tab in one of my Nightly windows to another, more populated window.


Actual results:

The window detached from its main window, but it did not reattach to the new window, instead becoming its own, new, maximized window.


Expected results:

The tab should have fused with the new window. This also occurs when dragging tabs within the same window, in which case the tab fails to move at all.
