Scrollbar: bottom part of the thumb appears displaced

Details
1. Open a website (say Mozilla.org) in the browser.
2. Reduce the size of the browsing window.
3. Move the scrollbar down, slowly (by clicking on the arrow).
4. If the dimensions of the window are right, then you'll notice the bottom part
of the thumb appears "displaced", as though the rear layer had been stretched
further than the upper layer.
It may take a while to get the correct window dimensions for that bug to occur.
It happens, trust me. Also, the same thing occurs sideways as well, with the
stretching appearing towards the right.
This bug occurs on Linux (2.2.16 and 18) and also on Windows 98 SE.
