Details
Right now only super users have access to this process:
1) https://builder-addons-dev.allizom.org/services/admin
2) search for a package
3) toggle the featured and example buttons
We'd like to grant other users access to that process without marking them as admins. Let's use a groups feature and create a group named something relevant that has access to that functionality.

The builder project has been discontinued as of April 1st, 2014.
