QuickTime can do this, so Safari's playbackRate already supports this. There are GPL/LGPL libraries available that we might be able to use (e.g. SoundTouch, RubberBand), since implementing this from scratch would be a decent chunk of work. I regularly watch videos with other players at faster speeds and it's a big help when the player supports pitch correction.
According to http://lists.whatwg.org/htdig.cgi/whatwg-whatwg.org/2009-July/021100.html, Safari has an attribute controlling whether pitch correction is used when the playback rate is adjusted. I've filed https://www.w3.org/Bugs/Public/show_bug.cgi?id=15318 to suggest this the defined in the general spec.
