71322 - Add Bookmark dialog: hard to create top level bookmark folder

Using 2001-03-06-05 commercial build on NT

1. Browse to a page
2. Bookmarks | Add Current Page to get Add Bookmark dialog
3. Click Create In >>>
4. Open the twistie on the top bookmark folder, if it isn't already
5. Click New Folder

Expected: since the folder we expanded is not selected, the new folder should be
created at the top level
Actual: new folder created as a child of expanded folder

I notice this works fine if all bookmark folders are collapsed, but it took me a
while to figure out that was the problem. It seemed like you just can't create a
top level folder in that dialog. Perhaps it would be better to have the "Phil's
bookmarks" hierarchy root shown in this dialog, as it is in the Bookmarks window.
