Some sites, in particular banking and e-commerce sites in China, are using ActiveX controls and/or NPAPI plugins to improve security. This is a bug to track other bugs that would enable sites to meet their security requirements without such plugins.

We're in the process of removing support for plugins (bug 1677160), so I think this bug is irrelevant now.
