I'm pretty much surprised that over the years (since FF 1.x), a newly opened tab is -- empty. In the mean time, all of Chromium, IE and Opera did all kinds of experiments and modifications on it.

So I suggest a freshly opened tab to be modular in design when containing information; i.e. it'll have categories of pages (or URLs) which have been grouped by certain criteria.

For the mean time I suggest the following criteria - 

1) currently opened tabs
2) recently closed pages
3) frequently opened pages

In each of these categories, there'll be a thumbnail preview of all the pages, this preview will be the last snapshot of the page. When a user hovers the mouse over the thumbnails, it enlarges showing live preview of the page (i.e. page starts loading once the user hovers his mouse on it); in case of the "currently opened tabs", this'll just be the current snapshot of the opened page.

For the interface, I suggest, hovering over the categories will open them up automatically. If you've used KDE 4.6 or above, this'll be more like the notification widget -- just hovering the mouse over the heading of the notification opens it up.
