In case an admin doesn't go to the home page or hasn't logged in a quite some time for wheatever reason, Bugzilla should periodically check in the background for updates and email the admin if any are available.

This could be done by using one of the current background scripts such as whine.pl, collectstats.pl, etc. or something else

The frequency that the system checks should be configurable as a param.

This is WONTFIX, IMO. We should rather have a bugzilla-announcement@ mailing-list to which everyone is free to subscribe and which would only get Release Announcements, meaning that other subscribers wouldn't be allowed to send emails to this list, only the Bugzilla core developers involved in the release stuff.

Oh, we already have one: announce at bugzilla.org
I agree anyone with an externally facing Bugzilla installation *should* subscribe to the announce at bugzilla org list to get regular update notices, some may not and the background check could be useful to those and also happen much faster if it is a major security fix.

I still disagree. What we could do is to either mention announce@ in the parameter description, or in the message displayed on index.cgi when a new release is available. Admins who care will subscribe.
i agree that it's better for admins to subscribe to the list than adding another background check to bugzilla.

perhaps we could make the discoverability of the announce list higher by including a reference to it on post-install page.

I would be fine with that as well. We just need to somehow make it more obvious how admins
are notified of updates. Requiring them to login to the home page from time to time is not fool-proof and even then it may be some time after the actual release has happened leaving them vulnerable during that time.
