I have the tab delay loading setting enabled, so that when I restore my session, I don't get every tab I have loaded.  Yesterday I disabled syncing of tabs in the Sync preferences, and I realized that my tabs are being loaded in the background one by one (I noticed this when Firefox loaded a youtube tab in the background and started playing some old music!).  I think Sync should respect the delay loading setting.
Sync doesn't sync tabs from one machine to another (it just makes the list of remote tabs available), and I don't know of any influence it would have on tab loading.

Can you clarify why you think this behavior is related to Sync?

Or do you mean that you think the delayed loading pref should be synced?
Pretty sure Ehsan is talking about syncing the 'browser.sessionstore.restore_on_demand' pref. Already fixed!
