On https://apps-preview.mozilla.org/en-US/developers/app/submit/2 it says: "App URLs must start with a protocol (for example, http:// or https://) and end with either .webapp or .json." Though a .webapp extension is suggested, it is not required; however, a proper mimetype is required. It is probably important to note here that if you submit http://something then all your app's URLs must be under http, and similarly if https://something then all your apps URLs must be https.
marketplace is friendlier about this: Manifest URLs must start with a protocol (for example, http:// or https://) and typically use the .webapp extension.
