This is hard; see bug 366974 comment 3, bug 187454 comment 49, and bug 319792 comment 12 (although Safari fixed it in some way, see bug 366974 comment 11).

For reference, we previously fixed disabled in bug 384635 (Keychain) and bug 366974 (Form Fill/wallet).
