We'd like to launch a similar messaging bar to what was launched on mozilla.org/firefox in bug 662975 to encourage users on Firefox 3.6 to upgrade to the most recent version. 

A large amount of users are still on 3.6 and the existing messaging bar converts extremely well, making this low hanging fruit to deploy to other high traffic sites like AMO. 

Note: the messaging will need to be tweaked to fit this use case; for example it's possible that visitors to AMO still on 3.6 only do so due to add-on compatibility and the like. I'm taking this bug while we sort out the right messaging.
