Details
Once bug 707320 lands, we can run into a scenario like:
1) Browser shuts down, leaves persisted telemetry data;
2) Browser starts back up;
3) Browser shuts down, overwrites earlier telemetry data without sending the earlier data.
We also need to decide what to do about failure to send persisted telemetry data.

Will there be a maximum lifetime for pings stored on disk due to failure? For example, if my computer is on a network that always fails to ping, will I just continue to accumulate ping data or will it expire at some point?

This bug already effectively landed as bug 763524.

We currently accumulate ping data forever. This is non-optimal.
