Assess whether we want to backfill matviews after converting all database functions to UTC time, in order to make them consistent with data in the reports table. And if we want to backfill them, how much.
Unlike backfilling reports, matview backfilling requires little/no new code, nor does it require the database to be offline while backfill takes place.
If we do not backfill matviews, we would need to be careful in the future not to backfill selected hours/days of data from before the UTC change, as that would result in duplicate data.

My recommendation is that we backfill 4 weeks of matviews. Otherwise even the average user will see a lack of synchronization between TCBS and reports/list.

BTW, after some testing, we discovered that not backfilling at least one day causes several of the matviews & cronjobs to break. So planning to go ahead with a 4-week backfill.
