We need to create the webapp::developer submodule in puppet, including webapp::developer::dev and webapp::developer::stage  (prod will not use this module until SCL3, dev will be built out in phx1)

We already have webapp::dekiwiki and webapp::dekiwiki::stage, so we'll just need to rename those and alter the vhost to reflect the new domains and then create an admin submodule.

I'm going to close this out. The new developer-dev.allizom.org is mostly online using this, so from here out I think it's pretty normal maintenance. Prod isn't on it yet, but all the foundation work is there and we're not going to try and import the old Mindtouch-based site onto the webapp module... it's going to continue to run as-is until it's replaced outright. Hopefully that'll happen in Q2/Q3.
