Something's fishy.
I found this bug http://code.google.com/p/android/issues/detail?id=18336 that seems to be related to this issue.
Confirmed. SGS2 only has this problem, signal strength seems fine on akami/maguro. Even though we can't connect to the network, we can still see a tower, and we're getting readings in the 0-31 range like we're supposed to. So, this is simply something that requires a SGS2 baseband update. I'm moving the bug over to github since it doesn't actually pertain to a gecko issue. https://github.com/andreasgal/B2G/issues/181
