I get the same behavior, with both an old profile and a new profile.
When starting with a new profile there is no "New Tab" or "List all tabs" button in the tab bar.
If I customize and put the "New Tab" button to the right of "List all tabs" then "New Tab" shows up, putting "New Tab" to the left and neither shows up.
Customizing to show either one of the buttons results in the selected button not being displayed.

I think this is new behavior introduced by Bug 714281 - Show the all tabs button only when the tab strip overflows.

Thanks, Alice. Probably won't fix right?

Sorry for the confusion in my previous reply. I was focusing on the right hand edge and saw the "new tab" button in customize mode but not in non-customize mode. Due to my focus I didn't notice it appear by the last tab when I left customization mode. Changing orders of the buttons and the "new tab" button stayed in the same position so I saw it.
The base report: Intentional change, won't fix unless there is a significant outcry and/or a UX study that shows a benefit.

Which is nonsense for a tabbed browser, one would assume that there should be a quick and easy way to both open a new tab and list all open tabs also with a button,at all times.

Well I finally found out why the List All Tabs button disappeared on me a few weeks ago. For a workaround I have it moved to the left side of the tab bar so it shows up permanently.
Personally I think this was a dumb decision. Some of us use a little known addon called Tab Mix Plus w/ multi-row tabs so it never will overflow.
Ironically though someone appears to have removed "Show tabs from other computers" from the List All Tabs menu so the List All Tabs menu is now useless.

For information if anyone has this about now 4 July 2012
This or similar has surfaced again with addon/bypassadfly apparently the culprit
All calm seems restored on removing addon/bypassadfly and restarting.
I am currently using linux livedvd Mint 13 MATE "FF 12.0 - FF for mint 1.0"
Neither the drop-down tab-list icon, nor the group-tabs icon visible
unless using "customize" (when they aren't active)
These icons can be customize-moved in-board, then they stay accessible & functional.
However, the first tab of each page is invisible, apparently gone off to the left of display,
and the newtab just showing as a plain + rather than a + in tab's clothing.
** More worrying: I had an instance of file manager in my Mint panel, and the proper icon of nautilus changed to the dark house of FF. Creepy. Killed it & reloaded file manager, the proper icon restored. Who knows what other hidden mischief my have transpired.
I can't help but feel that it should *not be possible* for an add-on to step outside in this way, it could be exploitable.
