Workers currently have the option to either build their own instances of Firefox and upload them to the database or to download them from the database. This works well for crash workers where there is only one builder per class however for the unittest workers which must do their own builds, it can be a problem when the unit test worker uploads a build that conflicts with a build contributed by a crash worker. Resolve this by adding an option to workers to allow them to build their own instance of Firefox but not to upload it.
