71611 - Mails are filtered when they shouldn't be.

The new e-mail filtering is badly broken. I (and many more) decided to filter
all CC mails but now it turns out that mails are filtered if there is a change
to the cc regardless of how much else is changed. 

I noticed it in bug 71604 where Fabian Guisset wrote a comment and at the same
time added himself to cc. That mail weren't sent to me, but fortunately he did
one more comment which made me realize that I had missed something.

Workaround: Turn off your e-mail filtering!

This must be fixed ASAP. Right now people are losing data because of mails being
filtered away that shouldn't be. I'm wondering how much I have missed. I'm glad
it's weekend.

Makeing this one dependent on bug 71600 "Email prefs are broken." for now.
I believe it's a duplicate though. See that bug for a patch.
