Tooltips needed for standalone message toolbar grippies.

We're missing the following tooltips:

To: grippy
Headers grippy
Mail toolbar grippy
Menu toolbar grippy

I'm not sure, but the menu toolbar grippy may be in an overlay.

jglick/hwaara/marlon/mpt have all said that tooltips on grippies are not needed.
