Steps to reproduce:

1. Open a fresh profile
2. The standard welcome message will appear in an infobar (Firefox/Nightly is free and open source software from the non-profit Mozilla Foundation. [Know your rights...])
3. Switch to a new tab
4. Notice how the infobar disappears when the tab changes
5. Switch back to original tab = info bar reappears

This also happens the second startup (e.g. when browser is closed, then reopened), except with the info bar asking if you want to submit performance data (I think this is Telemetry).


Actual results:

Both times, the infobar disappears as soon as the user switched a tab. When the original tab is selected, the infobar reappears.


Expected results:

These non-tab-specific infobars should persist across all tabs. When the tab is changed, the infobar would not disappear.
Even though this says I'm running Ff 10.0b, I tested this on Nightly (User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.6; rv:12.0a1) Gecko/20120107 Firefox/12.0a1, latest release on 1/7/12)

This is by design, I believe (see bug 652657 and bug 456439). We don't want these notifications to be too intrusive.
