Actually, it's easier to add :ocoutts to the @localizers svn group instead of trying to compartmentalize more. :Pike - does that sound ok with you?
I found the mixup between actual localizers and folks working on infra to be hard for the scm_l10n list, but I'm leaving this up to stas and pascalc, who are actually working with those folks. I'd be against adding scm_l10n in this case, to be explicit, as that's controlling an independent set of repos.
I prefer that people in the @localizers group are actually localizers ;)

Can we simply get this done the same way we've been doing it previously and figure out a better fix in a follow-up bug?
Isn't there a standard policy for this? As I understand it, from my perspective, this bug should go to Repository Account Requests, default assignee is marcia, she gathers the necessary vouchers (from :pascalc, I presume?) and then kicks back to us for addition to the group.

Justin, +1 I believe there is a @webdev ldap group (or a similarily named ldap group) that all mozilla webdevs are part of to be able to have commit rights to our websites code repository, wouldn't it make more sense to put Owen in this group than in the @localizers group and just as easy? I don't work on Mozillians, I do not know Owen and I vouch for localizers on the projects I work on, not developers, therefore I am probably not the right person to ask for vouching for Owen :)

(Not to mention that Owen needs to provide a signed Committer's Agreement to Mozilla before he is given commit access to our repositories)
@localizers gives access to a lot more than we're looking for. I think I was put on that list awhile ago and it caused a big stir, as I could commit code to Firefox locales. Basically, I want Owen to be able to commit code to here: https://svn.mozilla.org/projects/l10n-misc/trunk/mozillians/locales/ That's all. If Owen needs to sign the agreement, can we have the URL and he can print it off and give it to Erica. He's interned for us before though; I'd have think he signed it already.

Over to server-ops for access to https://svn.mozilla.org/projects/l10n-misc/trunk/mozillians/locales/. Owen interned with us once before.
