71719 - "changes to bug xyz" html wastes space

Every time I change a bug, i see the "changes to bug xyz.." table appear above 
the next bug, but in the new bugzilla, it's HUGE. Does it really need to waste an 
inch of vertical space to tell me who the bugemail _isn't_ going to? Why is so 
much space dedicated to that (basically useless) information?

The processmail script sends out two <br> there.  One should be enough and should
fix this.  Patch is attached.  Can this still make it for 2.12?

While there's a patch, this isn't critical to 2.12. Cosmetic bug.

directly if it's something important. :)

I also took out some of the vertical whitespace in that table when I fixed bug 
71552, so that probably helped with this :)
