I am seeing behavior on TB 9.0.1 where forwarding an email with attachments results in an email with a header and attachments but no email body.

so you don't like the fact that we are only forwarding attached and not inlined ?

Attachment of mail can be contained as a subpart of multipart/mixed only, and message body part is first part in text/plain or text/html for Tb.
What is mail structure in message source? Is text/plain or text/html included in the multipart mail as first sub part of multipart/mixed mail?
With All Body Part mode, any subpart can be viewed. What parts shown as if attachment at attachment pane?
  mailnews.display.show_all_body_parts_menu = true
  View/Message Body As/All Body Parts
  Note: "All Body Parts" is mainly for trouble shooting purpose only. 
        Disable it in daily use, please.
