Docshell has a mechanism to disable META redirects. Extend that mechanism to include JS based redirections too.

cc'in marek for comments. Me and judson think that this bug is invalid, because, we already have code in place to disable JS. If JS is disabled, JS based redirections also gets disabled. It makes sense to have this bug open *only* when someone enables JS, but not JS based redirections. Please reopen the bug, if that is the requirement.
