This toolbar could be enabled from the Web Developer menu, or from the View->Toolbar menu.
The toolbar will host the Page Tools buttons, and the global command line. No close button.

@Pranav, please don't change the dependencies of this bug.

The work on the toolbar is already happening there: bug 720641

No problemo ;) I've already worked on a few first bugs, so I was just looking for something more substantial that I could plunge into for a few good weeks(and dabble in new stuff), I guess. But that's ok, until I find something like that, I'll keep working on the creepy-crawlies.
