Steps to reproduce:

Clicked in a text box (it's an HTML TextArea tag) on the Bugzilla site to try and scroll down to the end of the text (since the text was longer than the TextArea's display).


Actual results:

A cursor appears but nothing to allow me to drg the cursor aroudn and go "below the fold".


Expected results:

A draggable object should have appeared with the cursor so I could navigate through the text and below the bottom of the TextArea's display.
I tried this and was able to scroll around in the text area. It works the same way panning of iframes works, which is to say slowly and painfully. However, it is possible to pan the content in the textarea to go "below the fold" and tap to move the cursor around. I'm going to close this as a dupe of 722657 which will cover general painfulness with scrolling subdocuments. Please reopen if you disagree.
