Steps to reproduce:

1) Open a firefox window.
2) maximize the window
3) Go to any website with a vertical scrollbar (e.g. nytimes.com).
4) Move cursor as far right as it will go.


Actual results:

The cursor was not hovering over the scrollbar.


Expected results:

For ease of use (To make it easier to use the new, narrower scrollbar) moving the cursor all the way to the right in a maximized window should result in the cursor hovering over the scrollbar. Think about how much easier it is to use the menus on the mac or the last two versions of linux ubuntu (11.04 and 11.10) than it is to use the menus on Windows.
