Spun off from bug 658666.

We'd like to have a central xpcshell.ini for mailnews, but that doesn't work as the build system doesn't cope properly - see bug 658671 comment 3.

I suddenly get this error at build:
TEST-UNEXPECTED-FAIL | xpccheck | directory mozilla/../mail/components/test/unit is missing from master xpcshell.ini file mozilla/testing/xpcshell/xpcshell.ini

Does it have anything to do with this bug?

The original purpose of this was as helpers for the xpcshell master manifest. Since this is driven by moz.build now, there is no longer a pressing need for this. The other issue, making |make -C mailnews xpcshell-tests| "work" with little modifications is more generalizable if it is solved in moz.build itself, so there isn't a real need in my eyes for this manifest anymore.
