Some of the release builders can be skipped (makeDummyBuilder) by setting releaseConfig variables (skip_tag, skip_build, etc). Some of the builder are not easily skippable (l10n repacks, for example). It would eb great to revisit all great to revisit all release builder and make them skippable. Unifying release config variable would be good too.

Probably not a good idea... Would be very noisy to have if/elses everywhere.
