see bug 701824 for ui hookup bug. The Preference/Setting UI has a ui piece for Text Encoding, but it currently does nothing.
Actually, we need the preference to make bug 701824 work. Unless I am misunderstanding, I will INVALID this bug.

Are we trying to get this out in time for ship? I was under the impression via that this feature was going to be dropped for 1.0 and included for the later version. (Not that I mind having it in, but I just want to make sure that the UI stays in sync with what is and is not droppped)
