See testcase. The "Tap here to activate plugin" placeholder is not shown with the <iframe src="317375_flash_wmode.swf"></iframe>. When plugins are enabled by default, the flash plugin is shown. Tested on the LG Optimus Black, using Android 2.2.2.

Maybe related to positioning issues? Could there be a problem creating the right size container before loading the plugin content?

Margaret, this sounds like a dupe but I'll leave that to you

I don't think this bug is dupe. I added some dump statements to try to see what's going on, and we're not getting a PluginClickToPlay event when we load the page. I suspect something might be going wrong with the click to play code in nsObjectLoadingContent, since we load the plugin object correctly if plugins are set to play by default.

Duping to bug 719860, since that's the more general problem.
