Picture of the window not maximized, but the icon says it is
The window doesn't open maximized, but the icon in the upper right corner says
that it's maximized.

Yes, it happens all the time. The picture shows 2 windows. The window in back
is maximized. The window in front is not maximized, but the icon says it is.

I can't reproduce this bug using the last testcase attached to this bug,
because I get a javascript syntax error if I click on any of the links.
If I add ",resizable=yes" to the window.open parameters in the steps-to-
reproduce for bug 66799, I see the problem described here. I'm pretty sure
this is a dup of bug 66799.
