This is a meta bug to track bugs we want for late-l10n. If you are a localizer, please check the dependencies.

The main reason we need this is that the Thunderbird tabs-on-top patch landed just before the last merge from comm-central to comm-aurora and we were just not ready with our patch.
I'm taking out bug 705241, as I'm not clear yet how this will be solved on the technical side and how fast we can actually add it.
