Details

Only on some tabs trying to open the Web Console results in a zero-height (but resizable) and non-closable console. The right content column of the console is not visible.
When does this happen? Any output in the Error Console?

Sounds like a known issue when there's an exception during the initialization of the Web Console - I've seen it only when the Web Console code was broken.
Yeah, you're right, this seems to be the result of bug 719292.
