Django 1.3.1 introduces some valuable security fixes. We should update to it as soon as possible.
Note that we apparently attempted this before, and there were issues with the 1.3.1 tag on the django github repository: https://github.com/mozilla/affiliates-lib/commit/584d35cd64a16a3420923975ffc9e15ba2bce567
