When clicking Help -> release notes, the URL in 
the location entry field is not changed

Steps to Reproduce:

Strange I got this two times in a row and the second time I also noticed
this: when clicking any link in the page, the home button, or any
other button that goes to another page, the URL in the location
field didnt still change.

Then tried again after restarting Mozilla and was *not* able to
reconstruct problem ... so "Reproducible Always" is not correct.

was this after a theme switch? (when it did not work)

Yes, sorry, I obviously got that completely wrong: after the theme switch
the location bar won't change no matter what page is displayed or
clicked.
