72012 - IMAP: Charset menu on browser is not working when opening an attachment from envelope

Build: linux 03/14 and win32 03/12

When an attachment is opened from envelope, the charset menu on the browser
which displays the attachment doesn't work.

Steps to reproduce:
1. Launch mail.
2. From Edit | Prefereces | Navigator | Languages, set default character coding
to ISO-8859-1 
3. Turn off the charset auto detector.
3. Send http://www.yahoo.co.jp to your testing account. This web page is an EUC
page w/o meta tag.
4. After the mail is received, open the attachment from envelope.
   The page will be shown on a browser window, all the Ja characters are not
displayed correctly. 
   From the charset menu, select Japanese (EUC-JP) doesn't correct the display.

Not sure about the exact date when this regression starts.
It's always very buggy with attachment area. It changes quite ofen.

Even with 6.01, it's not working with IMAP, local mail works fine.

Was this bug filed for IMAP, local mail or both?

Local mail case still works on my debug build, so IMAP only not regression.

Looks like no reload after the menu change. The new charset is effect if
manually reload, right?

Reloading the attachment on browser window causes a crash now. (bug 80815)

Retested with win32, linux and Mac 06/27 branch build. It's working now.
Marked it as WFM.
