Steps to reproduce:

I want my "view" menu, but prefer the tabs in the application bar.  The "FIREFOX" orange button doesn't provide access to ALL of the items in the menu bar.



Expected results:

If having a menu bar disables the ability of a user to have Tabs on Top, then the Menus should be customizable and able to go into another bar that will display below the tabs.
The menu bar is still available from keyboard (thanks for making me try).
