The analysis is in bug 720236.  Adblock Plus 2.0.3 was found to increase Firefox's start-up memory consumption by 3-4MB, but Adblock Plus Pop-up Addon's increase was 21MB, which seems excessive.
I emailed Jesse Hakanen, the author, pointing him at this bug report.
For reference: I have serious doubts that the analysis in bug 720236 is correct. 3-4 MB for Adblock Plus is unrealistically low, with a filter list it will typically require around 20 MB of memory. The way memory use was measured it seems likely that memory requirements of another add-on were attributed to the Pop-up Addon.
Yeah, that analysis is questionable.  Let's just close this bug.
