721358 - Password section remains hidden when encountered errors while new password setup in Apps

Steps to reproduce:
1. Login to APPS https://apps-preview-dev.allizom.org/
2. Click on "{username} -> Account Settings" link from the header.
3. Click on "Change Password" link
4. Enter wrong password in all the fields.
5. Click on "Update Account"

Expected Results:
"Errors Found" message is displayed and the password section is displayed. There is an error message colored in red below the field that needs to be modified.

Actual Results:
Password section is hidden. User has to click the "Change Password" link to see the errors.
