There are roles that almost every installation of Kitsune will need. Those should be defined in code already:

SUMO Admins - staff. Needs to be able to do everything.

KB - English
	•	KB Admin - Can add new Reviewers
	•	KB Reviewers:  Can approve content
	•	KB Editors: No special rights

KB - Localized
	•	Locale Leaders. Can add new reviewers
	•	Locale Reviewers. Can approve content
	•	Locale Editors. No special rights


Forums
	•	Forum Admins. Can add new moderators
	•	Moderators. Need to be able to: delete, edit, close, manipulate threads in any way


Every locale role should be created for each locale separately. So, anytime a locale is added, Kitsune should automatically add a locale leaders group for that locale as well as a reviewers and editors group.

We are creating these roles automatically for each locale already, right? If yes, this should be marked fixed.

Yeah but we need to use those roles in the media gallery still I think? The one bug left.
