After turning on the mozilla-esr10 branch, 32-bit fedora slaves stopped taking jobs again, bleeting WEIRD: Builder.detached messages on the master.
I got bsmedberg's a+ on turning off the electrolysis branch to work around for now.

Turns out that even though this got us under that the 1024 number, it wasn't enough - there must be some fixed references that aren't dependent on # of builders. So, we disabled devtools and places too after consulting with philor and robcee. Done in this patch: http://hg.mozilla.org/build/buildbot-configs/rev/395604e4478f
All of the masters have been reconfiged at this point and I've confirmed that both of the linux test masters are serving jobs to all of the 32-bit slaves, and the pending builds are on the downswing. Calling this FIXED, but I'll check in tomorrow, too.
