Steps to reproduce:
Microsoft's Magnifier tool is an accessibly tool for Windows that allows users with visual impairments to see a zoomed in view of the screen around the mouse and text editing cursors, and allows them to read standard size fonts.
Magnifier will not follow text editing cursor when the cursor is not at the end of a line of text in Firefox 9. The focus is several lines above the text being edited.
To Replicate:
1. Open Firefox 9
2. Open Microsoft Magnifier (XP or Vista: all programs> accessories> accessibility> magnifier)
3. Make sure the "follow text editing" box is checked
4. Change the size of the magnifier window so that only one line of text is visible (Windows 7: Make sure the magnifier is in "docked" view)
5. Start typing in any text box in Firefox (IE: email, address bar, etc.)
6. Press the left arrow key or click within the body of text to edit previously typed text
7. The magnifier will change its focus to several lines above the text you are typing/editing
Actual results:
The focus of the magnifier is several lines above the cursor position when editing text anywhere other than end of a line of text.
Expected results:
The magnifier should continued to focus on the location of the cursor where text editing/typing is occurring when the cursor is within the body of the text.
Also related to this issue:
Microsoft Magnifier does not focus properly on the cursor when using caret browsing in Firefox 9.
Caret browsing allows users to navigate through text on pages using a caret. This allows accessibility programs like Magnifier to follow the caret so that text can be read without having to hover with the mouse. Text can then be read smoothly and easily with the keyboard.
To replicate:
1. Follow step 1-4 above.
2. In Firefox choose Tools> Options> General> check "always use the cursor keys to navigate within pages?
3. Go to a website with a significant text passage
4. Click into the text and start navigating through the text using the arrow keys on the keyboard
5. The magnifier has the same action as above. The focus of the magnifier will be several lines above the cursor position unless the cursor is at the end of a paragraph.

In my Windows7 x64 Classic visual style.
If Enable Menubar : I can reproduced the problem.
If Disable Menubar : I cannot reproduced the problem.
And this is regardless of HWA on/off.

I'm unable to reproduce with a nightly.
attempted steps:
1) open win7 magnifier
2) in config:
- uncheck follow mouse cursor
- check follow keyboard focus
- check follow text insertion point
3) place the cursor in the middle of some text in the address bar using the mouse
4) type some text
5) repeat steps 3&4
The magnifier window always sticks to the cursor.

Note this works for me with the menu bar enabled / disabled
I have tried disabling the menu bar and it does help with many text insertion boxes but not all. I still have the issue with many sites like facebook, outlook web app, etc.
If you uncheck the "follow mouse cursor" then... well it won't follow the mouse cursor. I still like for the magnifier to follow my mouse when I move it. I also don't want to have to toggle back and uncheck the box every time I need to type something.

I noticed some issues in the main text area edit in bugzilla while testing. But that doesn't have anything to do with bug 656089 or what was reported here - that the mag window is offset from the cursor, but still follows it.
If you are seeing general problems with accessibility and text entry, please file follow ups with steps to reproduce.

just to be on safe side, you don't run Firefox 3.6 and Firefox 9 the same time or if you do then you do that on different profiles. Is that correct?
I have posted the steps to reproduce the problem above. I see the same problem on all the computers I use. Some are running Windows 7 and others Windows XP. Yes, turning off "Menu Bar" does help a lot in XP, but doesn't appear to fix the issue in 7.
Yes, on several computers I use two profiles and have both 3.6 and a newer version installed. This way I can use 3.6 when I need to write and edit text.

I have tested your issue on latest FF release 46.0.1 and latest Nightly build and could not reproduce it.
I also tested with Menubar enabled/disabled.
Is this still reproducible on your end ? If yes, can you please retest this using latest FF release and latest Nightly build (https://nightly.mozilla.org/) and report back the results ? When doing this, please use a new clean Firefox profile, maybe even safe mode, to eliminate custom settings as a possible cause (https://goo.gl/PNe90E).

With the latest version of FF it appears that this bug has, for the most part, been fixed. I will notice it from time to time, but in most situations the magnifier appears to follow the cursor no matter the position.
The one situation where this bug does persist is in Microsoft Outlook Web App (my work email). It will only follow text editing if the cursor is at the end of a line of text. My work around there is to use Word or Notepad if I have a long email to write and then just copy/paste it.
