STR:
1. Launch Firefox.
2. Select "Show blank page" in the Tools->Options->General startup preferences.
3. Open the History panel by pressing Ctrl+H.
4. Go to Private mode by pressing Ctrl+Shift+P.
5. Close Firefox by pressing Alt+F4.
6. Launch Firefox again.

When "Show a blank page" is selected, the History sidebar is not loaded when restarting Fx. (nor is the web page, but that is by design according to bug 708251)
This History sidebar was restored when reproducing the steps in older Firefox versions (e.g.7.0.1).
